[Bug 2020] Provide support for the PPC 440

I built and installed with the virtex, virtex4 and virtex5 BSPs enabled.  In
all three cases, only the dirutils, nfs and rpcio .rel files seem to have been
installed, although the others (below) seem to have been built.  I don't see
why and don't see any obvious complaints.  At any rate, our application to fail
to build, due to this and various other things.  I'll have to look into it
tomorrow.
