I don't have the list you are looking for, but a good way to determine what a minimum system is to start with a chroot jail and
build-up the items you need. An excellent reference is Dan Kegel's crosstool:
Also note Chris John's work with MinGW (http://www.mingw.org/) and RTEMS. I believe Chris builds under this environment.
Specifically for RTEMS and Cygwin, your goal would be to be able to configure/build RTEMS under a suitably configured jail. You
would setup binaries you need in it, and continue adding pre-built packages until you could successfully build the entire system,
and any applications you desire. The set of libraries and programs that you end up with are your minimum environment.
About a year ago there were some Cygwin build issues that I and others worked on; I used the jail to define a minimum environment
with which to explore the failure. As it relates to your question, I laid out a minimum set of binaries required in the /bin of
such a jail to execture the configure script (see the p.s., about halfway down):
However, this isn't enough to run the compiler/linker to build RTEMS.
