Development without a BSP

Is it possible to develop 68k family RTEMS software and simulate it without
a specific BSP in mind?
This question arose when I followed directions to try out the RTEMS examples
and came across the following instruction from:

"export
RTEMS_MAKEFILE_PATH=/opt/rtems-4.6/m68k-rtems/<BOARD_SUPPORT_PACKAGE>"
I'm hoping the answer is to use "sim68000" or something as the BSP and that
then it may be run on simulator xyz.
