new gdb 5.2 patch in snapshots

/pub/rtems/snapshots/c_tools/source

This set of patches fixes two non-Linux problems so there
is no need to update the RPMs.  

+ sparc-rtems on Cygwin
  - Makefile did not account for .exe extension
+ powerpc-rtems on NetBSD
  - sim/ppc/hw_sem.c did not compile, typo fixed
