Help for use the bit script under cygwin

Hello all,
    I have a problem building RTEMS toolchain under
the Cygwin-2.125.2.10 environment on WindowsNT 4.0. 
The operations ,following the instructions 
"Getting Started guide" , are as follows... 

    in tools directory

    mkdir b-binutils
    cd b-binutils
    ../binutils-2.9.5.0.24/configure \
   --target=i386-rtems --prefix=/usr/local/rtems

    make all
    make info
    make install

    cd ../gcc-2.95.2
    ln -s ../newlib-1.8.2/newlib .

    cd ..
    mkdir b-gcc
    cd b-gcc
    ../gcc-2.95.2/configure --target=i386-rtems \
    --with-gnu-as --with-gnu-ld --with-newlib \
    --verbose --enable-threads
--refix=/usr/local/rtems
    make all
        

    And then an error happened, The partial content of
error is "i386-rtems-ar:not found".
