Prebuilt Tools - CPP Error

Hi,
I have installed the pre-built tools and I am getting the following error.

bash-2.05$ cpp: installation problem, cannot exec `cpp': Resource
temporarily unavailable

Has anyone had this problem before?  I running the latest Cygwin under
Win2KPro with lots of memory and disk space.
